In other executive news, CACI International has been named EVP and chief HR officer after serving in the same role on an acting basis since earlier this year.
Clifton was part of the Air Force before joining the Arlington,Va.-based company.
At Deloitte Federal Consulting, Janet Foutty has been named the head of the federal practice. 
The 22-year company veteran will lead 15,000 employees in her new role.
The last bit of GovCon news the newsletter published was Robert Mullins stepping into the corporate strategy EVP role at Cobham.
Before this role, Mullins was SVP of corporate strategy at ATK and was at Northrop Grumman before that.
