Rafael Borras currently serves as the undersecretary for management at the Department of Homeland Security where he oversees the agency’s $60 billion budget including appropriations, expenditures, accounting and finance.

Prior to joining DHS, Borras had a 10-year career in the private sector where he served as a vice president at engineering services contractor URS Corp.

In his public sector career he has also served as deputy assistant secretary for administration in the U.S. Commerce Department and deputy manager in Hartford, Conn.and deputy city manager of New Rochelle, N.Y.
