Who Are Intelligence Community Officials Who Have Addressed 4×24?

Let’s examine the backgrounds of five premier IC officials who have addressed the 4×24 Leadership Program.

Mark DeVito. He spoke at 4×24 events in January and February 2020

Mark DeVido

Director of Contracts, National Reconnaissance Office

Mark DeVido has served as director of contracts at the National Reconnaissance Office since 2019. He brings extensive acquisition experience from across the IC, including stints at the CIA, the National Geospatial-Intelligence Agency and the Department of War.

At the CIA, DeVido was chief of acquisition strategy in the Office of the Procurement Executive, where he developed and implemented the Agency Corporate Acquisition Strategy and directed several workforce, strategy and efficiency initiatives. He also led the agency’s headquarters contracts group and its talent and enterprise acquisitions group, overseeing six contracting teams serving the CIA and the broader IC.

DeVido spoke at 4×24 events in January and February 2020.

Maj. Gen. Brian Sidari. He addressed a 4×24 gathering in December.

Maj. Gen. Brian Sidari

Deputy Chief of Space Operations for Intelligence, U.S. Space Force

Maj. Gen. Brian Sidari, who has served in some of the most prestigious positions in DOW space intelligence, became the USSF’s deputy chief of space operations in July 2025. Here he is responsible for intelligence policy, oversight and guidance of Space Force intelligence, surveillance and reconnaissance capabilities.

As a space intelligence professional, Sidari’s priority is less how a satellite works than how an adversary uses it and how that impacts U.S. forces in other domains. He said in a 2024 discussion at the Center for Strategic and International Studies think tank that this requires the right collection and trained analysis to separate responsible behavior from nefarious activity at the “speed of relevance.”

He’s also a leading expert in Chinese space capabilities. Sidari said that China has closed the gap in space technologies with the U.S. due to its “fail fast” approach. It also has been aided by a commercial sector that blends with the state and is driving the “marketization and commoditization of space.”

Sidari addressed a 4×24 gathering in December. He will speak to 4×24 members at an event in November.

Israel Soong. He spoke to 4×24 members in November

Israel Soong

Adjunct Professor for Intelligence and Cyber Policy, Johns Hopkins University

Soong is a respected authority on southeast Asia, AI and cybersecurity. He previously served as CIA deputy director for the Office of AI, where he was responsible for orchestrating and integrating AI functions across the agency.

He is also a sought-after expert on China through his previous work as the lead director for countering China cyber threats at the National Security Council. In a July 2024 discussion at the Hudson Institute, Soong discussed how the Five Eyes intelligence alliance between the U.S, U.K., Canada, Australia and New Zealand was an example of a successful intelligence partnership leveraging cybersecurity and technology cooperation.

Soong said intelligence agencies from the U.S., U.K., Canada and Australia in early 2024, for the first time, issued a joint mutual cybersecurity advisory about the Chinese state-sponsored cyber group known as Volt Typhoon. Soon said that the U.S. has the capacity for more joint cybersecurity advisories with intelligence agencies from other allied nations.

Soong spoke to 4×24 members in November when he was deputy director in the Office of AI at the CIA.

Col. Richard Leach. He met with 4x24 members in May 2025.

Director of Intelligence, Defense Information Systems Agency

Leach is one of the Pentagon’s most well-regarded intelligence experts. He was tasked with creating DISA’s new intelligence office, called J-2, in 2024.

This new office, though small in stature, is vital to DISA’s mission to protect and operate the Department of War’s information network, Federal News Network reported. Leach said in 2024 that his priorities in setting up the J-2 were to make sure that its intelligence requirements were not only written but developed by DISA itself and not another part of the DOW.

Leach also created an intelligence billet to ensure that this new office would be comprised of DOW intelligence professionals instead of, for example, signals intelligence or other technological experts.

Leach met with 4×24 members in May 2025.

Brig. Gen. Ryan Gunst. He joined a 4x24 gathering in Sept. 2024

Brig. Gen. Ryan Gunst

Director of Operations and Military Deputy, National Geospatial-Intelligence Agency

Brig. Gen. Ryan Gunst, as NGA director of operations and military deputy, sits at the operational center of GEOINT. As both a DOW combat support agency and a principal member of the IC, NGA provides warfighters, the IC and first responders with a worldwide, firsthand intelligence baseline for their analytical and operational needs.

This includes everything from contributing to the state of readiness of military forces to ensuring safety of navigation in the air, on land or over and under seas. Gunst has also served as the senior staff intelligence officer for the director of intelligence, J-2, Joint Chiefs of Staff.

Gunst joined a 4×24 gathering in September 2024 when he was commanding general for the Army Reserve’s Military Intelligence Readiness Command.
