Who Is Michael Loomis?
Loomis has over two decades of leadership experience in the telecommunications technology sector. He joined Nokia in 2015 as executive vice president and head of webscale following the company’s acquisition of France’s Alcatel-Lucent, where he held the roles of chief technology officer and VP of tech sales.
Prior to Alcatel-Lucent, he spent over nine years at communications company Nortel. Earlier in his career, Loomis worked at Bay Networks and Solectron.
A U.S. Army veteran, Loomis served as first lieutenant for the 82nd Airborne Division and was deployed to Iraq during Operation Desert Storm, according to his bio on the Nokia Federal website.
In an interview with ExecutiveBiz in 2022, Loomis recounted how his military background has guided his private sector career.
“There was a sense of duty and purpose beyond just the financial results that you have in industry. You get many other things in industry as well as the satisfaction of innovation, but I’ve just always had a soft spot in my heart for the mission” he told the site. “This sense of duty, purpose and mission helped guide me into this new role at Nokia Federal. When I had the opportunity to join Alcatel-Lucent, which became Nokia after a 2015 acquisition, it was a critical area of investment and another growth area to do what I loved doing.”

Loomis secured his first Wash100 Award in 2025 for his role in growing Nokia Federal Solutions from a new industry entrant into a trusted partner of the federal government, delivering microwave, optical networking, tactical private wireless, 5G and other critical technologies to various agencies.
How Is Nokia Federal Solutions Supporting Defense Connectivity?
Under Loomis’ leadership, Nokia’s federal government arm has expanded its portfolio of advanced communications capabilities for defense customers.
In May, the company launched a modular, open-architecture 5G capability that combines its carrier-grade 5G technology and Lockheed Martin’s 5G.MIL platform to support secure defense communications for the U.S. military and allies.
According to Loomis, Nokia recognizes the need to adapt its advanced commercial communications technologies to meet Department of War requirements.
“This launch reflects how Nokia is building focused defense capabilities, leveraging our commercial technology and strong partnerships into a meaningful, ready-to-use solution that is deployable by our defense customers,” he stated.
Nokia Federal Solutions also worked with Anduril Industries on the 5G Comms Sentry Tower, or CST. Announced in April, CST offers high-speed, low-latency communications to support defense operations in regions where traditional infrastructure is limited or unavailable.
In March, the company achieved Cybersecurity Maturity Model Certification Level 2, demonstrating compliance with National Institute of Standards and Technology Special Publication 800-171 controls for controlled unclassified information.
The certification, according to Loomis, assures federal customers that Nokia Federal Solutions is “operating with the level of rigor their missions require.”

How Is Nokia Federal Solutions Driving 5G Innovation?
Nokia Federal Solutions is at the forefront of 5G innovation. Together with its partners Skydweller Aero and Tangram Flex, the Nokia subsidiary will demonstrate a rapid-deployment airborne private network designed to deliver flexible communications services for military and commercial applications under a contract from the U.S. Air Force awarded in January.
Under the contract, Nokia Federal Solutions will provide the 5G network technology that will be installed on a Skydweller Aero Perpetual Flight solar-powered aircraft. Tangram Flex will supply the software that will ensure that the communications infrastructure is interoperable with current and future military systems.
The telecommunications company is also part of the Advanced Spectrum Coexistence Demonstration, a Pentagon-funded initiative supported by the National Spectrum Consortium. The initiative is intended to enable real-time spectrum sharing between commercial 5G and government systems.
