Acting Assistant Secretary of the Army for Acquisition, Logistics & Technology

In his role, Jesse Tolleson serves as the Army’s senior research and development official and science advisor to the secretary of the Army, while overseeing responsibilities tied to the Army acquisition executive and senior procurement executive.

Prior to joining ASA(ALT), Tolleson served as a professional staff member on the Senate Appropriations Committee’s Defense Subcommittee, where he led budget analysis and program evaluations across a portfolio exceeding $170 billion in Army investment accounts. His oversight responsibilities included more than 800 Army acquisition programs spanning procurement, research and development, military personnel and operations and maintenance funding.

Principal Deputy Assistant Secretary of the Army (Acquisition, Logistics & Technology)

Young Bang served as the principal deputy assistant secretary of the Army for acquisition, logistics and technology until the end of January 2025. Appointed in March 2022, he supported oversight of Army acquisition efforts and emerging technology integration and advised Army leadership on acquisition strategy, modernization and technology priorities across the service branch. 

Bang has supported modernization efforts across the Army, Navy, Air Force, intelligence community and multiple federal civilian agencies. Earlier in his career, he served in the Army in leadership positions at Fort Bragg, Korea and Aberdeen Proving Ground.

Bang now serves as the president of Two Six Technologies where he focuses on strengthening delivery execution and driving growth across the organization. His experience spans technology, healthcare, telecommunications and federal consulting, with deep expertise in artificial intelligence, quantum computing, digital transformation, cloud technologies, big data and immersive technologies.

William Hepworth

Program Executive Officer for U.S. Army PEO Enterprise

In his role, William “Bill” Hepworth oversaw a portfolio of approximately 50 projects supporting data and analytics, training and readiness, force management, finance and accounting, human capital and logistics initiatives across the Army enterprise.

Since assuming the program executive officer for U.S. Army PEO Enterprise role in January 2024, Hepworth led efforts focused on digital modernization and Agile transformation to accelerate delivery of enterprise capabilities to Soldiers and Army civilians. Previously, he served as deputy program executive officer for PEO Enterprise, helping drive cloud transformation and Agile engineering adoption across Army IT modernization efforts.

Now, Hepworth serves as executive vice president for defense programs at J.A. Green & Company where he draws on his extensive background in large-scale Army programs to guide defense industrial base policy and acquisition strategy.

Dr. David Markowitz

U.S. Army’s Chief Data and Analytics Officer

Dr. David M. Markowitz currently leads the Army’s enterprise data and analytics strategy to advance data-driven decision-making, operational effectiveness and modernization efforts across the service. 

He has played a key role in the Army’s multiyear effort to transform massive data sets into actionable insight across the force. Under his leadership, the Army has implemented six enterprise data platforms designed to improve data-sharing, collaboration and analytics expertise across the organization. A major focus of his work has been increasing workforce engagement in data processing and enabling broader adoption of analytics capabilities throughout the Army enterprise.

Over the course of his distinguished career, Markowitz has held several senior leadership roles within the Department of the Army, including assistant deputy chief of staff, G-8, where he oversaw Army programs, force development, business mission area data, Army studies management and the Center for Army Analysis. He also served as assistant deputy chief of staff, G-3/5/7, leading operations, strategic planning, force management and Army-wide business transformation initiatives.

Jennifer Swanson

Deputy Assistant Secretary of the Army for Data, Engineering and Software

Jennifer Swanson served within the Office of the Assistant Secretary of the Army for Acquisition, Logistics and Technology, where she led initiatives focused on digital transformation, software modernization and data-centric operations across the Army enterprise.

In her role, Swanson drove Army-wide adoption of agile software development and continuous integration/continuous deployment practices, helping streamline development cycles and accelerate delivery of mission-critical capabilities. She also led development of the Unified Data Reference Architecture, now required Army-wide and used externally as a baseline for data-centric modernization efforts.

Swanson played a central role in advancing the Army’s AI capabilities, co-leading efforts to adopt generative AI technologies and accelerating secure AI development and third-party algorithm validation. She additionally spearheaded initiatives to expand digital engineering adoption and strengthen cybersecurity efforts, including software supply chain risk management.

She has since joined industry, now serving as vice president, digital and next-gen solutions at Cypress International, Inc.
