Executive Mosaic is pleased to announce the return of Zaki Saleh, senior vice president of growth operations at LMI, as chairman of the Healthcare Group for the 4×24 Leadership Program.
Saleh will lead the Healthcare Group for a sixth consecutive year, continuing a tenure that has coincided with major transformation across the federal healthcare landscape, including accelerated digital modernization efforts, growing AI adoption and evolving priorities across agencies such as the Department of Health and Human Services, the Department of Veterans Affairs and the Centers for Medicare and Medicaid Services.
The 4×24 Leadership Program is Executive Mosaic’s premier networking and leadership platform for senior government contracting executives. Structured around quarterly dinner sessions featuring a maximum of 24 participants and a government keynote speaker, the program creates a high-value environment for candid discussions between industry leaders and senior federal officials under Chatham House Rule.
Unlike traditional conferences or large networking events, 4×24 is intentionally designed for substantive engagement. Membership is reserved for senior executives, including C-suite leaders, senior vice presidents and business unit heads, across specialized sectors such as healthcare, AI, defense, homeland security, contracts and federal civilian markets.
For GovCon executives operating in today’s increasingly competitive environment, access to decision-makers and timely market intelligence has become a strategic necessity rather than a luxury. Members consistently leverage 4×24 relationships and conversations to identify emerging priorities, strengthen partnerships and position their organizations for future opportunities.
Participants also receive guaranteed media visibility across Executive Mosaic’s media properties, including GovCon Wire, ExecutiveBiz and ExecutiveGov, along with preferred member access to Potomac Officers Club events and summits featuring senior government and industry leaders.
Who Is Zaki Saleh?
Saleh brings more than two decades of federal healthcare and civilian market experience to the role. At LMI, he oversees business opportunities across markets while supporting growth initiatives and operational strategy throughout the organization.
Prior to his current position, Saleh led LMI’s health and civilian market, where he managed profit-and-loss operations, customer delivery, business development and overall growth strategy. His career has spanned leadership positions at some of the GovCon sector’s most prominent companies, including Peraton, Northrop Grumman, ACS and CGI.
Before joining LMI, Saleh served as vice president and general manager of Peraton’s global health business unit, where he oversaw a workforce of more than 1,000 employees and managed large-scale healthcare and civilian programs.
He also spent more than a decade at Northrop Grumman in a series of increasingly senior leadership positions focused on business development, capture strategy and growth operations supporting federal civilian, defense and healthcare customers. During his tenure, he led teams supporting agencies including CMS, VA, NIH, FDA, CDC and the Military Health System.
Throughout his career, Saleh has developed a reputation for aligning advanced technologies and operational strategy with mission-focused healthcare outcomes. His experience spans healthcare modernization, digital transformation initiatives and emerging technologies that are increasingly reshaping how agencies deliver citizen services and patient care.
Why Does the 4×24 Leadership Program Matter for GovCon Executives?
Government agencies are rapidly expanding their use of AI, automation, advanced analytics and cloud technologies while balancing modernization priorities with cost pressures, cybersecurity demands and evolving public health objectives. The Trump administration’s “Make America Healthy Again” initiative has further intensified focus on efficiency, interoperability, preventive care and measurable health outcomes across the federal ecosystem.
For senior GovCon leaders attempting to navigate those shifts, timely access to government priorities and peer-level conversations can directly impact business strategy, partnership development and competitive positioning.
That is precisely where the 4×24 Leadership Program differentiates itself.
The quarterly dinner sessions provide executives with direct interaction opportunities alongside influential government officials and fellow industry leaders in a trusted, closed-door environment designed to foster candid dialogue. The smaller group structure allows members to move beyond surface-level networking and engage in substantive discussions around acquisition priorities, mission challenges, emerging technologies and future opportunities.
Executives across the GovCon market increasingly view these relationships and insights as mission-critical business assets. In many cases, the connections and intelligence gained through 4×24 conversations have helped organizations identify new opportunities, strengthen strategic positioning and support successful contract pursuits.
Combined with Executive Mosaic’s extensive media visibility and Potomac Officers Club event access, the program offers executives a powerful platform to elevate both personal and corporate brand presence across the federal marketplace.
