Who Is CeCe DeCamp?

Since joining SAIC in August 2024, DeCamp has led teams dedicated to modernizing and securing the systems that protect the nation’s borders. She oversees research, development, testing and evaluation of advanced technologies, including biometrics, identity management and artificial intelligence-powered security tools. 

Prior to her current role, she spent over two decades at IBM, where she directed programs to support federal civilian, homeland security, justice, and foreign affairs agencies. Her career also includes leadership positions at DigitalNet, Vredenburg, Eastman Software and Wang.

This depth of experience makes DeCamp exceptionally well-suited to lead the 4×24 DHS/FedCiv Group.

Speaking with Executive Mosaic, DeCamp reflected on the evolution of technology adoption across federal agencies over the years. 

“Over my career, I’ve seen the approach to technology evolve significantly. Earlier on, government had a real need to close technology gaps, so bringing new capabilities into agencies was understandably a major focus,” she shared. “As technology has become more embedded in the mission, the conversation has evolved with it. Today, agencies are increasingly starting with the mission outcome they need and working backward to the technology that can best support it. The focus now is not simply on adopting new technology, but on how to deploy it effectively and quickly enough to make a difference.”

What is CeCe DeCamp’s Perspective on Federal AI Adoption?

AI has emerged as a major disruptor, transforming how both public and private sector organizations operate. As federal agencies transition from early experimentation to implementing AI at scale, GovCons must keep up. 

“Now we need to think about the next step: how do we take what works and get those capabilities to the mission faster?” DeCamp explained. “That means focusing not just on the technology, but on where it can make the greatest operational impact and how quickly it can be deployed responsibly. When agencies pair innovation with rigorous testing, trusted data and strong governance, they can move capabilities into the field faster and with greater confidence.”

Agentic AI, in particular, has become a special point of interest for government leaders in recent years. The technology can make decisions independently and adapt to changing situations, but it also comes with risks.  

For agencies, the ways to securely and effectively integrate the technology into their workflows require readiness, according to DeCamp.

“Agencies need to be clear about the mission outcome, have trusted data, understand the environment where AI will operate and establish the right guardrails,” the executive said. “Start with a defined mission problem and build from there.”

What Is the 4×24 Leadership Program?

The 4×24 Leadership Program was established to bring together executives like DeCamp, whose leadership is making an impact on GovCon. The program provides a platform for industry executives to interact with government leaders in closed-door dinners for candid conversations about agency challenges and priorities. It also helps executives build trusted peer networks for strategic partnerships that push federal initiatives forward. 

Nearly two years into her role as chair of the 4×24 DHS/FedCiv Group, DeCamp shared that what she enjoys most about the program is the collaborative environment it creates.

“You’re bringing government and industry leaders together who care about the same missions and giving them a place to have candid conversations about the challenges they’re facing,” she stated. “I’ve spent my career believing that the best solutions come from understanding the problem together. 4×24 creates a forum where that can happen.”

DeCamp strongly champions public-private collaboration to solve the government’s most complex challenges, a perspective she brings directly to her leadership of the 4×24 DHS/FedCiv Group. In her role as chair, she is focused on creating dialogue that bridges the gap between public sector needs and industry capabilities.

“As chair, my goal is to keep the conversation mission-focused and create an environment where government and industry can openly discuss what’s coming and how we can tackle those challenges together,” the executive said. 

What Should 4×24 Members Look Forward to in the 2026–2027 Cycle?

The new cycle of the 4×24 Leadership Program has kicked off, bringing together the most influential figures in GovCon across 22 specialized groups. Operating in cohorts of up to 24 members, participants engage in high-level discussions on critical issues affecting their respective industries.

The new season introduces six new groups to focus on Army, Air & Space, Cloud Infrastructure, CxO, Public Sector Leadership and Unmanned Systems.
