There’s a lot of money at stake. Government expenditures on cloud goods and services is predicted to grow by roughly 7 percent, from $19.6 billion in fiscal year 2026 to $21 billion in FY 2028, according to Deltek’s Federal Cloud Computing Market 2026-2028 report.

Here are four cloud computing opportunities that are certain to be topics of conversation at upcoming 4×24 Cloud Infrastructure Group gatherings.

What Are Four Cloud Computing Business Opportunities?

1. Naval Supply Systems Command Enterprise Cloud Support Services

Naval Supply Systems Command just extended a deadline for offers to Nov. 12 for an enterprise cloud and network operations, and management support services IDIQ, according to a solicitation posted on SAM.gov.

The ceiling for this IDIQ is $99 million. This opportunity is a 100 percent small business set aside.

The Navy has transitioned from an on-premises Impact Level 5 architecture to a cloud-centric, zero trust strategy. Contractor support will include the operations and management, sustainment and support for cloud environments and services, including the current Microsoft Azure Impact Level 4/5 security environment and Intune Management of Nautilus Endpoints.

This IDIQ will have one five-year base period of performance from Jan. 1, 2027 through Dec. 31, 2031. A government option to extend services for six months is available.

2. VA Healthcare Billing and Coding Optimization Software

The Department of Veterans Affairs seeks information from industry to inform a planned future acquisition about a modern and modular cloud-based system, the agency said in a request for information posted on SAM.gov.

The VA wants a system capable of supporting the coding staff to collect healthcare data and accurately apply the codes to determine the level of care provided to patients. It also wants to ensure timely coding and revenue cycle activities for the Veterans Health Administration.

The VA seeks a coherent user experience across coding, document integrity, billing, compliance, workflow and reporting functions, while allowing modular components, when beneficial. The agency also wants to learn more about technologies that can support code lookup and integration with one or more coding reference or encoder products through documented interfaces.

3. DCPAS PRMA Web Sustainment, Content Management and Cloud Hosting Services

The Department of War’s Defense Civilian Personnel Advisory Service, or DCPAS, Personnel and Readiness Management Agency is requesting information from industry about web sustainment, content management and cloud hosting services. DCPAS PRMA specifically seeks potential vendors who can provide full lifecycle website sustainment, FedRAMP-compliant cloud hosting, Drupal content management and Section 508 accessibility compliance for enterprise DOW websites, the agency said in a SAM.gov notice.

One question the agency specifically requests industry responses on is the challenges and cost drivers companies foresee in sustaining legacy DOW Drupal websites across a multi-tenant FedRAMP cloud hosting architecture. It also wants information on the maintenance models that yield optical uptime and cost efficiency.

DCPAS PRMA is soliciting information on industry capabilities to execute a complete incoming transition within a 30-to-60 day timeframe, specifically addressing Common Access Card sponsorship, Tier 3 background investigation transfers and technical code repository handoffs without operational downtime.

4. NATO RACCOON

The North Atlantic Treaty Organization Communications and Information Agency intends to issue a solicitation for its RACCOON program that seeks to provide highly-available and resilient data services, including communication and collaboration, as well as virtual desktop infrastructure for end users.

RACCOON will implement a private cloud, consisting of one management domain and two workload domains, the Department of Commerce Bureau of Industry and Security said in a SAM.gov notice. Each domain will operate at the same security classification level and this private cloud will evolve over time, in terms of the number of nodes.

Interested offerors must be approved by the federal government for participation in NATO Competitive Procurement, a one-time application that requires documentation of contracts completed as a prime and an annual report or set of financial documents indicating completion, review or audit by an independent certified professional accountant.

NCP requires the federal government to issue a declaration of eligibility for potential U.S. prime contractors interested in this opportunity. Interested offerors must request this DOE, and firms new to NCP must submit their application by Oct. 28. The solicitation is expected by Nov. 3.

The anticipated bid due date is Dec. 11 and the contract award is expected on March 31.
